UNIVERSAL ACCESS TO ENERGY AND CLIMATE CHANGE

Ending poverty and inequality is one of humanity’s greatest challenges. It is a very complex task and many different aspects must be considered. Without question, one of the most important aspects is achieving universal access to energy.

There are currently an estimated of more than 1.3 billion people without electricity and approximately 2.6 billion people still use traditional biomass for cooking and heating. These are groups living mainly in rural areas, in poverty or extreme poverty.

However, there are viable economic, social and environmental solutions that can meet their needs, using renewable technologies.

There are many projects under way that bring electricity to isolated areas, improving the population’s living standards, reducing health problems associated with the inadequate combustion of solid fuels, providing all family members with more free time, and offering productive solutions and information.

For universal access to energy to become a reality, the public authorities must also be willing to ensure proper supply conditions and encourage private sector investment.

Latin America is no stranger to this problem. There are estimated to be more than 30 million people without electricity and 85 million without clean, modern cooking fuels in the region.

 11:30-12:30
Panel 2.- THE MAIN CHALLENGES IN OFF-GRID RURAL ELECTRIFICATION: FINANCING

Even though the problem of universal access in Latin America is largely due to the lack of off-grid electrification, and according to the International Energy Agency a 60% of the whole required investment must be for this electrification, some reports indicate that the actual percentage is much lower. Which are the barriers to finance off-grid electrification projects? How is addressed this issue from a multilateral organization, from the private financing or from a social organization?

Moderator: Mrs Gema Sacristan, Division Chief Financial Markets, IDB
Speakers: Mr Martin Naranjo, General manager of Financiera Confianza. View slides

Mr Juan Barbed, Portfolio Manager, Kiva. View slides

 12:30-14:00 Lunch break

 14:00-15:00
Panel 3.- THE MAIN CHALLENGES IN OFF-GRID RURAL ELECTRIFICATION: BUSINESS MODELS AND SCALABILITY

Innovative solutions are essential to achieve the universal access. New delivery models, new regulatory frameworks, new actors and the application of new technologies. How do the speakers deal with these issues? Which are the problems to implement large-scale solutions?

Moderator: Mr Pedro Gamio, Adviser to Minister of Energy and Mines of Peru
Speakers: Mr Miguel Fernandez, Energetica-Bolivia. View slides
Mr Javier de Alaminos, Energia sin Fronteras. View slides
Mr Luis Grajeda, Distribution Manager, Osinergmin. View slides

 15:00-16:00
Panel 4.- ACCESS TO ENERGY IN LATIN AMERICA

Although the proportion of Latin Americans without electricity is much lower than African or Asian people, 30-35 million people electrically excluded is a significant amount. In addition, the last 5% of electricity coverage has specific problems that may require different solutions from the conventional ones. How do the speakers see this situation? What do they recommend to really achieve universal access in Latin America? What are the critical factors to address this issue? How are they being addressed?

Moderator: Mr Julio Eisman, Vice president of ACCIONA Microenergia Peru
Speakers: Mr Fabio Rosa, Coordinator of PLESE and President of IDEAAS Brazil. View slides
Mr Gregory Watson, Senior Specialist, IDB-MIF. View slides
Mr David Orosco, Manager of the World Bank's Rural Electrification Competitive Funds Project. Download prezi file / View slides

16:00-16:45 CLIMATE CHANGE AND UNIVERSAL ACCESS TO ENERGY

The increase in energy consumption, which must take place in the coming years to meet the needs of more than one third of the world population, should drive the innovation as well as make accessible clean solutions based on renewable energy. Energy access and fighting against climate change must be addressed together.

Speakers: Mr Ignacio Perez Arriaga, Professor at MIT. View slides
Mr Minoru Takada, Sustainable Energy for All. View slides

 16:45-17:30 Conference closing remarks
